Chancellor Gordon Brown will call on employers and employees to work in their communities to provide a million new volunteers by 2012.
Mr Brown will set out the importance of the role citizens and companies can play in tackling social and economic issues when he delivers a keynote speech to a summit on corporate responsibility.
The Prince of Wales will also speak at the day-long event in London, which will be attended by chief executives and directors from the private, public and voluntary sectors.
The summit aims to draw on the UK's best examples of corporate behaviour and the impact this has had on key issues facing society - such as diversity and inclusion, and climate change.
Mr Brown will outline plans for a new community website to encourage youth volunteering, support for media related volunteering opportunities for disadvantaged youths and a new mark for corporate involvement in communities similar to the investors-in-people standard.
The Chancellor is expected to say: "I have a vision for our country to pioneer and be the first to achieve.
"To work towards the day when it becomes the norm for every person to give some of their income to a charitable cause; every young person to volunteer some time while in education; where every employer has a volunteering scheme for their employees, every retired person considers helping others with their life's experience and skills."
A spokeswoman for Her Majesty's Revenue and Customs (HMRC), which is hosting the event, said delegates would try to answer two questions: "What can the three sectors learn from each other in the field of corporate responsibility?
"What are the barriers that prevent the private and public sectors working better together with the voluntary sector?"
Other speakers include the HMRC's former chairman Sir David Varney and Julia Cleverdon, chief executive of the charity Business in the Community.
