Getting parents to take proper responsibility for their children is the "task for a generation", David Cameron is to say in a speech.
The Tory leader will return to his theme of Britain's "broken society" at a summit in London on family breakdown attended by Helen Newlove, whose husband, Garry, was kicked to death by a gang of youths outside his home in Warrington.
While Mr Cameron will emphasise the importance of improved policing and tougher sentences for violent offenders, he will also stress the need to address the causes of crime.
"We need to build stronger families and more responsible communities, so that kids grow up knowing the difference between right and wrong," he will say.
"Most important of all, parents need to take the responsibility of parenthood seriously.
"That is a harder and longer task than sorting out the criminal justice system.
"It is a task for a generation."
