A rooftop town centre car park has not been used for more than five years as it can only be accessed on foot.
The mystery car park in Farnborough, Hampshire, has been left deserted despite drivers in the town alleging that the area is plagued by parking shortages.
The rooftop parking spaces, above a gym complex in Queensmead, were originally part of a redevelopment scheme to link the car park to another, but the work has not yet been finished.
An image of the car park, which is complete with painted bays and direction arrows, has been widely shared on social media.
Disgruntled residents told Get Hampshire the car-free car park was a symbol of the “badly managed redevelopment” of their town centre.
Gareth Thomas, 25, told the newspaper: “The issue for me is they haven’t finished the building work, putting a car park there and no one can get to it.
“It is more than a decade since they started this work and my view is that if this car park was finished, it wouldn’t sit there unused on a building where people can’t get to it.
“It’s a symbol of how badly managed the redevelopment has been, from my perspective.”
A spokesman for Rushmoor Borough Council confirmed that the only way to access the car park is by stairs or a lift.
In a statement, the council said: “The bridge link to this car park will be built as part of a future phase of the development. In the interim, the residents’ parking is being provided by the developer in the Kingsmead multistorey car park.”
