Two men were pictured racing their horse and traps along the M4 while apparently drunk.
South Wales Police said the carts were spotted on the M4 near Port Talbot on Saturday.
The Roads Policing Unit shared a picture on Twitter showing the men trotting along the motorway at night between Margam and Aberavon.
Police said "thankfully no-one hurt".
People online commented "unbelievable" as they expressed concerns over the men "putting the horses in danger".
Both men were reported for summons to appear before court following the incident, the roads unit added.
