North Korea leader Kim Jong-Un has opened a new town which the sanction-crippled regime is claiming to be the “epitome of modern civilisation”.

Kim was shown smiling as he cut a ribbon at the ceremony attended by thousands of people.

Samjiyon is envisaged as a “socialist utopia” with new apartments, hotels, a ski resort and cultural and medical facilities.

State news agency KCNA said it could accommodate 4,000 families and has 380 blocks of public and industrial buildings.

The town is one of the largest economic initiatives Kim has launched.

Its construction was plagued by delays due to shortages in building materials and labour.
